How to convert a photo to PDF on iPhone
Save the photo to Files with Share, then Save to Files. Touch and hold the image in Files and choose Quick Actions, then Create PDF. For several photos, select them in the same folder and choose More, then Create PDF. Preview on iOS 26 and later adds export options, including searchable text.
Choose the PDF you need
| What you have to submit | Where to start |
|---|---|
| One photo as a PDF | Files, with the steps below. |
| Several pictures in one PDF | Select the pictures together in Files. |
| A PDF with searchable text | Preview on iOS 26 or later. |
| Both sides of an ID on one Letter page | The free ID card to PDF tool. |
| A file under a specific upload limit | The free compression tool. |
Convert one photo in Files
- Open the picture in Photos and tap Share.
- Choose Save to Files, select a folder and tap Save.
- Open Files and find the picture in that folder.
- Touch and hold it, then choose Quick Actions and Create PDF.
The PDF appears in the same folder. Open it to check that the whole picture is there and the text is readable.
With Files, several photos in one PDF
- Save the photos to the same folder in Files.
- Open that folder, tap More (the three dots), then Select, and tap each photo.
- Tap More at the bottom of the screen, then Create PDF.
Open the new PDF and check the page order before you send it.
With Preview, one photo at a time
Preview comes with iOS 26 and later.
- Open the photo in Photos, tap Share, then Save to Files, and choose a folder.
- Open Preview and find the photo under Browse or Recents.
- Tap the Actions menu button next to the file name, then Export.
- Choose PDF. Turn on Embed Text if the picture holds text you want to search or copy later: Preview reads it and adds it to the PDF.
- Tap Done, choose where to save, rename the file if you like, and tap Save.
Smaller, and on a real sheet of paper
A PDF made from a photo carries the photo at full resolution, often several megabytes, and its page is cut to the photo's shape rather than to a sheet of paper.
- Too big for the upload? In Preview's Export, under PDF, turn on Optimize Images for Screen and Save Images as JPEG. If a portal names an exact limit, such as 1 MB, the free compression tool fits the file under it in Safari.
- Needs to print, or to be a Letter page? The free photo to PDF tool places the picture on a Letter or A4 page: choose Document for a full sheet. It runs in Safari and uploads nothing.
Photo of a paper? Scan it instead
If the paper is still in front of you, scan it rather than photographing it. The scanner in Files and Notes finds the edges, straightens the page and saves a PDF in one go. Steps are in How to scan documents on iPhone.
A driver's license, a state ID or a passport
A card has two sides, and many forms want both on one page at the card's real size. Files and Preview cannot lay that out. The same photo to PDF tool puts the front and back of a driver's license or state ID on one Letter page at real size, or a passport page at its own size.
With Dokus
If the same documents keep coming back, a lease, a pay stub, a vaccination record, Dokus keeps them on your iPhone, locked with Face ID. Add the photo from Photos, Files or the scanner once. Each time someone asks, open it, tap Share and choose PDF in Convert: the copy leaves compressed, and the stored document stays as it was.
Before you upload
- Open the saved PDF and zoom in to check the text.
- For several pictures, check the page order and make sure none is missing.
- Check the file size against the form's limit.
- If the form requires Letter or both sides on one sheet, check the page layout too.
Common questions
How do I convert a photo to PDF on iPhone for free?
Save the photo to Files, touch and hold it there and choose Quick Actions, then Create PDF. On iOS 26 or later, you can also open it in Preview and use the Actions menu, Export and PDF. No extra app is needed.
How do I put several photos in one PDF on iPhone?
Save the photos to one folder in Files, tap More, then Select, choose the photos, tap More at the bottom and Create PDF. Check the page order in the new PDF before sending it.
How do I save a picture as a PDF without the Files app?
Preview can open the pictures in your iCloud Drive and On My iPhone folders, but the photo has to leave Photos first, through Share and Save to Files. The free photo to PDF tool on dokus.app also takes a picture straight from your photo library in Safari.
Why is my PDF so big?
The photo inside keeps every pixel the camera took. When you export from Preview, turn on Optimize Images for Screen and Save Images as JPEG, or use a compression tool that targets the size the form allows.
Can the text in the PDF be searchable?
Yes. When you export a picture to PDF in Preview, turn on Embed Text. Preview recognizes the text in the image and adds it to the PDF, so you can search it and copy it.
