Combine PDF files into one by selecting your IRP copy, passport scan and other requested evidence, then arranging the files before downloading. The tool is free in your browser and does not upload your documents.
Combine PDF files into one attachment
- Select Choose PDFs or photos and add two or more files. You can mix existing PDFs with JPG, PNG or supported HEIC photos. Try it with an example opens fictional documents first.
- Check the page count beside every file. Drag the handles to arrange whole files, or focus a handle and use the arrow keys. Remove anything unnecessary with ×. The pages inside each PDF stay in their original order.
- Select Combine and download PDF. Open the download and check its order, page count and readable details. On an iPhone, look in Files and its Downloads folder, or the location chosen in your browser.
Your IRP card, passport identity page, driving licence or proof of address are possible inputs, not a requirement to send all those documents. Check which evidence is needed, at what stage, and whether the recipient wants one attachment or separate files. For a tenancy, keep the distinction between an initial enquiry and agreed document sharing explained in the country's tools hub.
PDF text remains text
The tool copies existing PDF pages into the combined document. Selectable text stays selectable, while a scanned image remains an image. Photos do not gain searchable text; there is no OCR.
All pages of an input PDF are included, rather than just its first ten. File size and your device's memory still limit what you can combine. Ordering applies to whole files, so this page does not reorder individual pages or insert a second file between two pages of the first.
A new combined PDF does not preserve validation of the originals' digital signatures. Keep signed originals separately for a recipient who must verify them. PDFs needing an opening password are refused. The last page includes a credit for the free tool, in a strip below an existing PDF page or the bottom margin of a photo sheet.
Merge PDF and JPG copies in the same file
Each added photo occupies its own A4 sheet with a 12 mm margin. The whole image fits on the sheet, including any background around the document. Existing PDF pages keep their page sizes, apart from the space added below the last PDF page for the credit.
For both sides of an IRP card on one sheet, use Tenancy ID PDF to prepare the layout, then add the downloaded PDF here alongside the other requested documents. That conversion job also suits a single photo. HEIC depends on your browser; an iPhone photo-library selection can provide JPG.
Limits and the next file check
Merging is free, without an account or document upload. It runs in your browser and can continue offline once the page and its required resources have loaded. Add 2 to 20 files, each up to 25 MB, with a 100 MB total.
The recipient's upload limit may be lower. Smaller tenancy files can prepare an image copy, but compression uses only the first ten PDF pages and loses selectable text. Check that no required page is omitted. Tenancy watermark and Tenancy redaction also produce image copies from up to ten PDF pages; prepare any agreed edits before combining.
For the official document rather than a sharing copy, see IRP renewal or replacing a lost driving licence.
Common questions
How do I combine PDF files into one for free?
Choose at least two PDF or photo files, arrange the file rows and select Combine and download PDF. Processing stays on your device, without an account or document upload. The last page carries the free tool's credit.
Can I merge PDF and JPG files?
Yes. PDFs, JPG, PNG and supported HEIC photos can share one output file. Each photo becomes its own A4 page with 12 mm margins. Existing PDF pages are copied as PDF pages.
Can I combine an IRP copy and passport scan?
Yes, when the recipient actually wants those copies together. Add the prepared files and check the order. Use the conversion tool first if you need both card sides on the same sheet.
Is there a ten-page limit for merging?
No. All pages of each input PDF are included within the limits of 20 files, 25 MB per file and 100 MB total. Very large files also depend on the memory available on your device.
Are signed PDFs preserved as verifiable originals?
No. The combined file does not preserve signature validation. Keep digitally signed originals separately. Existing selectable PDF text is retained, while photographs do not acquire selectable text.
