Free UK document tools: PDF copies, sizes and redaction

4.8 out of 5 stars137 ratings

Make a passport or driving licence PDF copy, reduce a scan to 200 KB, 500 KB or 1 MB, label an accepted copy or redact agreed unnecessary details in a bank statement. Combine existing PDFs and photos when one attachment is requested. The tools are free and process documents in your browser without uploading them.

Choose the document job you need

Prepare a personal sharing copy to the recipient's actual requirements. Keep the complete issued original and inspect the saved result. The tools do not certify documents, verify identity or submit an application for you.

What you needFree toolCheck before sending
A scanned PDF below 200 KB, 500 KB, 1 MB or another ceilingCompressThe actual saved size, page count and small print
A passport copy or requested driving licence sides in PDFPhoto to PDFA4 or the recipient’s alternative requested layout
Several requested files as one PDFCombine PDFsWhole-file order, all required pages and the final attachment limit
An accepted copy labelled for one recipientWatermarkThat a purpose label is accepted and leaves required details readable

The size targets are editing choices, not national submission rules. A smaller file can become unreadable; use a larger accepted target or ask for another route when necessary.

Combine PDF files into one

Open Combine PDFs, choose 2 to 20 files and arrange the file rows before downloading. Each file can be up to 25 MB, with a 100 MB total. Check whether the recipient wants a combined attachment or separate documents.

All input PDF pages are included and existing selectable text stays selectable. Each photo becomes a full A4 page with 12 mm margins. Merge orders whole files; use Photo to PDF first for card sides on one sheet. Opening-password PDFs are refused, digitally signed originals stay separate, and the last page carries the free tool’s credit.

Inputs, outputs and starting choices

Watermark, Compress, Photo to PDF and Hide details accept JPG, PNG, supported HEIC or PDF up to 25 MB. A card can have two sides. Only the first ten pages of an input PDF are processed, so check the downloaded page count.

These four tools redraw the processed pages as images. Their PDF output loses selectable text, interactive form fields and digital signatures. Keep the original when those properties are required. They can crop and rotate a photo and remove camera metadata from the downloaded copy.

Photo to PDF starts with UK passport and A4. Select Driving licence for a card and add the reverse only when requested. Compress starts at 200 KB with PDF output; choose a larger accepted target when it keeps details clearer. Hide details starts with full-page Document and PDF, suitable for an existing statement or scan.

Follow the actual evidence request

For a subject access request, the ICO helper lists passport or driving licence identity copies and separate address evidence. That is one example, not a universal layout, size or redaction rule; check the organisation's process. Right to rent checks apply in England and follow the relevant GOV.UK document or online-service route. A personal edited PDF cannot replace the prescribed check.

Ask which fields are necessary before redacting a bank statement, licence or passport copy. Keep required identity, address, income and other evidence readable. The UK ID-sharing guide helps assess a separate copy request.

No document upload or account

The tools read the selected files and create the result in your browser on your device. They do not upload the documents or require an account. Your source stays unchanged; you decide where to keep and send the downloaded copy.

For repeated use, Dokus keeps your documents encrypted on your devices and shares smaller or watermarked copies. Its free tier includes all sharing tools, optional iCloud sync and five documents.

Common questions

Are all these tools free?

Yes. They are free in your browser, without an account or document upload. Choose the job, inspect the preview and check the downloaded copy.

Which file-size target should I choose?

Use the actual recipient's ceiling. Available compression targets run from 100 KB to 5 MB. A smaller target can reduce readability, and the tool reports when it cannot reach the selected size.

Can I redact a bank statement for proof of address?

Confirm which details the recipient requires and whether an edited copy is accepted. Keep required name, address, dates and financial evidence visible, and hide only agreed unnecessary details.

Will my PDF keep its text and digital signature?

Conversion, compression, watermarking and redaction create page images and lose selectable text, interactive fields and digital signatures. Combine PDFs keeps all original PDF pages and existing selectable text, but does not preserve signature validation. Keep issued signed originals separately.

Can I use more than one tool on the same copy?

Yes. Prepare the layout, agreed redactions or accepted purpose label first, then compress the saved result if necessary. Check the final file size, readable details and complete page count before sharing.

Do the tools upload or store my documents?

No. They process the selected files in your browser on your device. The source stays unchanged and you choose where to save the download.
