Choose the document, add its required reverse and download one Letter PDF. IRCC saves only the last file uploaded to a single field, so combine the sides first when they belong in that field. This converter handles one card and its back, rather than merging a full application bundle.
Match the file to the Canadian request
For IRCC’s single-file fields, uploading the back after the front replaces the first file: combine required card sides before submitting. This tool combines one card and its reverse, not several independent application documents.
For private sharing, ask whether the organisation needs a retained copy at all. The federal Privacy Commissioner questions taking sensitive document copies merely to confirm identity or income. Provincial rules can be stricter; do not treat an optional sharing copy as a requirement.
From photo to PDF
- Choose the photo or scan. For both sides of a card, pick the two photos at once; if the front lands as the back, tap the arrows between the thumbnails to swap them. A photo taken on a table is cropped to the document’s edges and straightened for you; if it missed, choose Adjust under the preview and drag the corners onto the document. Rotate a sideways photo upright.
- Under Layout, set Document: Canadian passport, Driver’s licence, PR card, Health card, or Document for a full-page letter or form.
- For a card, add the back. Leave Front and back on one sheet switched on for a single page, or off for a page per side.
- Keep Real size, or choose Full page to fill the sheet. Pick PDF and Download, then open the file before you send it.
Sizes on the page
This version starts on Letter, 8.5 by 11 inches; switch Paper to A4 if a recipient abroad asks. At Real size, a licence, PR card or health card is laid out at 85.6 by 54 mm and a passport at the 125 by 88 mm page of the ICAO standard. These are layout sizes, not a promise about every card.
Size enlarges a card to 150% or 200% for fine print. For a true-size printout, choose Actual Size or 100% rather than fit to page. A layout that will not fit the sheet is shrunk, with a note saying so.
Built for one-file upload fields
IRCC’s help centre says you need to combine your documents into one file when an application has a single upload field, because only the last file uploaded there is saved. A PR card or licence with both sides on one page does that in one step. PDF is accepted by every IRCC online account, and so are JPG and PNG.
For a study permit, IRCC asks for a copy of your passport’s information page; choose Canadian passport, a preset that fits any passport page of the standard ICAO size, and one side is enough. If the PDF comes out over the account’s size limit, run it through Compress. For a cleaner original, read how to scan on iPhone.
What the PDF is, and is not
Each page of the PDF is an image. There is no OCR, no selectable text, no fillable fields and no digital signature. If you filled in an IRCC form on your computer, upload that form as it is; this converter is for photos and scans of documents.
It is also not a certified copy and does not create a digital licence. Mark a copy for its recipient with Watermark, or cover numbers with Hide details.
Your photo stays on your device
The conversion runs in the browser. The PDF leaves out the photo’s location and camera data, the file you picked is left untouched, and nothing is sent to a server. A HEIC photo opens only where the browser supports it; picking it from the iPhone photo library hands it over as a JPG.
Finish the requested attachment
Prepare the PDF, reduce the scan, label the recipient or hide unnecessary details for the agreed sharing task. Inspect the final saved file.
Photo to PDF questions
Can a PR card’s front and back go on one page?
Yes. Choose PR card as the document, add the back and leave Front and back on one sheet switched on. Both sides print at card size on one Letter page.
Does IRCC accept PDF files?
IRCC lists PDF among the accepted file types for each of its online accounts, together with JPG and PNG. Check the account’s per-file size limit before uploading.
Can I use A4 instead of Letter?
Yes. Letter is only the starting point for Canada; switch Paper to A4 when a recipient asks for it.
Will the PDF be searchable?
No. Each page is saved as an image, with no recognized text. Keep the original file whenever you need selectable text, form fields or a digital signature.
